The Senior Business and Change Management Analyst provides strategic business analysis, organizational change management, process improvement, business intelligence, and application support services to support the achievement of the objectives of the Appeals Commission for Workers Compensation. This role is responsible for ensuring business processes, systems, programs, and services are effectively developed, enhanced, maintained, and adopted across the organization.
The position supports the IT Project Manager during the planning, coordination, and delivery of complex initiatives from project initiation through implementation and post-deployment stabilization. The incumbent works closely with business stakeholders, project teams, leadership, and technical resources to identify business needs, develop solutions, and successfully guide organizational change. Activities typically include business process review and re-engineering, policy and business rule analysis, requirements gathering, stakeholder engagement, change impact assessments, communications, training, resistance management, and adoption planning.
The Senior Business and Change Management Analyst is expected to spend 60% of the time working on Business Analysis tasks and 40% of the time working as a Change Management specialist, however, these allocations are subject to change based on project needs.

Key Responsibilities
Business Analysis and Project Delivery
- Lead and support projects from inception through implementation to ensure improved program and service delivery aligns with divisional and organizational strategic priorities.
- Conduct discovery sessions, stakeholder interviews, workshops, and business needs assessments to identify business challenges and opportunities.
- Elicit, analyze, document, and validate business, functional, and technical requirements.
- Develop business cases, process maps, user stories, use cases, and other project documentation.
- Analyze and evaluate current business processes and recommend improvements to increase efficiency, effectiveness, and service quality.
- Support the development, enhancement, testing, implementation, and maintenance of business applications and systems.
- Collaborate with project teams, technical resources, and business stakeholders to ensure solutions meet business objectives.
- Facilitate user acceptance testing (UAT), business readiness assessments, and implementation activities.
- Assist the project manager in the identification of risks and issues and recommend mitigation strategies.
- Develop and execute change management strategies and plans that support successful adoption of business processes, systems, and organizational initiatives.
- Conduct stakeholder analysis and change impact assessments to identify organizational risks, readiness factors, and adoption requirements.
- Partner with business leaders and project teams to build awareness, commitment, and support for organizational change.
- Develop and implement communication, engagement (sponsor roadmap), resistance management, coaching, and training plans that address stakeholder needs throughout the change lifecycle.
- Assess organizational readiness and recommend actions to improve change acceptance and sustainability.
- Support leaders in managing resistance and reinforcing desired behaviors and outcomes.
- Measure and monitor adoption, utilization, and proficiency of implemented solutions and identify opportunities for continuous improvement.
- Facilitate workshops, presentations, and change-related discussions to support stakeholder engagement and organizational alignment.
- Support operational initiatives and ensure alignment with divisional goals, strategies, and priorities.
- Analyze business performance measures and identify opportunities for process optimization and service improvement.
- Provide recommendations to leadership to support informed decision-making.
- Contribute to business planning, operational planning, and continuous improvement initiatives.
- Develop and present options, recommendations, and implementation approaches to executives and decision makers.

- University degree in Business Administration, Commerce, Public Administration, Organizational Development, Change Management, Information Systems, or a related discipline.
- Four (4) years of progressively responsible experience in business analysis, organizational change management, project delivery, process improvement, or related fields.
- Certified Business Analyst (IIBA) or equivalent.
- Certified Change Management Professional (ACMP, Prosci Certified Change Practitioner, CMI, APMG Change Management Practitioner).
