Project Manager

Tammy Boyko and Carlan Wilbon with Aplin are seeking a highly experienced Project Manager to support a large-scale healthcare initiative in Winnipeg. This is an immediate, onsite term opportunity requiring a senior professional who can lead complex projects from day one and operate effectively in a multi-stakeholder, government-aligned environment.

In this role, you will be responsible for leading the planning and delivery of complex healthcare projects that include technology implementation, business transformation, and process change. You will manage full project lifecycles including scope, budget, timelines, resources, and interdependencies, while ensuring alignment with organizational and government priorities. A strong focus will be placed on integrating organizational change management strategies using structured methodologies such as Prosci (ADKAR).

You will work closely with cross-functional teams, healthcare leaders, government stakeholders, and external partners, including Indigenous/First Nations communities and academic institutions. Experience delivering public health surveillance and monitoring systems at a provincial level is essential.

Responsibilities

• Lead end-to-end delivery of complex healthcare projects, including planning, execution, monitoring, and reporting
• Develop and manage project plans, budgets, schedules, and resource allocation
• Manage interdependencies across multiple workstreams involving technology, business, and process transformation
• Integrate and lead organizational change management activities using structured methodologies (e.g., Prosci ADKAR)
• Engage and collaborate with stakeholders including government leadership, Indigenous/First Nations partners, and academic institutions
• Support large-scale transformation initiatives, including organizational redesign
• Provide regular reporting, risk management, and issue resolution in a multi-stakeholder environment
• Ensure alignment with public sector standards, policies, and governance requirements

Qualifications and Requirements

• Valid Project Management Professional (PMP) certification
• Valid PRINCE2 (Foundation or Practitioner) certification
• Valid Prosci (ADKAR) Change Management certification
• Minimum 12 years of experience as a Project Manager in a healthcare environment delivering large, complex projects
• Minimum 8 years of experience managing projects incorporating organizational change management strategies
• Minimum 7 years of experience leading large transformational healthcare projects, including organizational redesign
• Minimum 3 years of experience implementing Public Health Surveillance and Monitoring systems at a provincial level
• Minimum 3 years of experience working with Indigenous/First Nations stakeholders
• Minimum 1 year of experience collaborating with multiple government departments and reporting to government leadership
• Minimum 1 year of experience working with post-secondary institutions on project delivery
• Demonstrated ability to manage complex stakeholder environments and competing priorities
• Strong leadership, communication, and problem-solving skills
