Business Analyst

Tammy Boyko and Carlan Wilbon with Aplin are currently seeking a highly experienced Business Analyst for an immediate onsite contract opportunity in Winnipeg. This role will support large-scale healthcare and ICT transformation initiatives, with a focus on regulatory compliance, clinical systems, and enterprise-level analysis.

Responsibilities

• Lead business and systems analysis activities, including documentation of current and future state processes
• Identify capability gaps and develop actionable recommendations to support project objectives
• Conduct gap analysis on ICT systems to ensure alignment with provincial/state regulatory requirements
• Develop detailed business, functional, and system requirements to support compliance and transformation initiatives
• Facilitate workshops, stakeholder meetings, and working sessions with clinical, operational, and technical teams
• Support implementation and optimization of electronic patient record (EPR) systems, including clinical documentation standardization
• Contribute to healthcare portal implementations supporting primary care and patient/client enrolment
• Provide leadership and mentorship to analysts and project team members
• Collaborate with project managers, architects, and clinical stakeholders to ensure successful delivery
• Participate in large-scale public health initiatives, including systems supporting disease surveillance and management

Qualifications

• Degree or Diploma in Computer Science or Software Development
• Certified Business Analysis Professional (CBAP) designation is required
• PRINCE2 Practitioner certification is required

Required Skills & Experience

• 15+ years of experience in business or systems analysis, including:
  • Documenting current and future state business processes
  • Identifying capability gaps within complex project environments
• 5+ years of experience in a leadership role (Project Manager, Team Lead, or Lead Analyst), providing direction and oversight to team members
• 3+ years of experience performing gap analysis on ICT systems to ensure compliance with provincial or state regulatory requirements
• 1+ year of experience implementing the Altera Sunrise suite of products in an acute care setting
• 1+ year of experience developing requirements for the standardization of clinical documentation within an electronic patient record (EPR) system at a provincial, regional, or state-wide level
• 3+ years of experience implementing healthcare portal solutions supporting primary care clinics and client enrolment
• 1+ year of experience analyzing large-scale systems for public health surveillance and disease management
• Criminal background check is required
