Our client is seeking a Senior Change Manager / Organizational Change Management (OCM) Lead to support the CLEO modernization initiative. This role will lead change management, business readiness, communications, stakeholder engagement, training, adoption, and transition-to-operations activities to ensure successful implementation and sustained use of the solution.
A key part of this engagement includes supporting the effective and responsible use of approved AI-enabled tools (including generative AI, where applicable) to improve stakeholder engagement, communications, training development, knowledge management, readiness, and reporting—while ensuring outputs are reviewed for accuracy, quality, privacy, security, accessibility, and alignment with Government standards.

Key Responsibilities
Business Readiness & Change Strategy
- Develop and execute an integrated change management and business readiness strategy aligned to project milestones and releases.
- Build readiness plans, schedules, deliverables, metrics, and reporting mechanisms.
- Ensure change activities are integrated with project governance and standards, including responsible AI practices.
- Identify impacted stakeholder groups and conduct change impact assessments (processes, roles, services, and ways of working).
- Create and maintain readiness assessments and track organizational preparedness throughout delivery.
- Identify and manage change risks, issues, resistance factors, and mitigation strategies.
- Develop and execute communications and engagement plans to drive awareness, readiness, and adoption.
- Create stakeholder materials (briefings, newsletters/updates, FAQs, presentations, executive reporting, knowledge resources).
- Monitor engagement and effectiveness, using available analytics/insights where appropriate.
- Define and deliver a comprehensive training approach aligned to user needs and approved processes.
- Oversee development of training materials (user guides, job aids, QRGs, process documentation, FAQs, knowledge articles).
- Support training delivery and validate training effectiveness and readiness.
- Drive adoption strategies and sustainment planning for post-implementation.
- Support go-live readiness, stabilization (hyper-care), and transition-to-operations.
- Capture lessons learned and continuous improvement opportunities.
- Organizational Change Management experience on at least one multi-year initiative within Government of Alberta or other public-sector organizations, impacting 50+ staff.
- Demonstrated experience developing and implementing one or more of the following:
- Change management strategies and plans
- Business readiness assessments and readiness plans
- Stakeholder engagement and communications plans
- Change impact assessments and mitigation strategies
- Proven ability to develop effective stakeholder communication materials (e.g., newsletters, FAQs, user guides, presentations).
- Prosci change management certification/designation.
- Experience delivering communications and presentations across multiple organizational levels (executive leadership to end users).
- Experience leveraging and evaluating AI-assisted tools to support communications, training content, knowledge articles, stakeholder engagement artifacts, and adoption/readiness outcomes.
- Work is deliverable-based and aligned to approved change management, communications, training, adoption, and business readiness artifacts.
- Services must align with Government of Alberta frameworks (including privacy, security, accessibility, governance, and responsible AI principles).
