Position Overview
Reporting to the Commissioning Coordinator for Water and Common Areas, the Commissioning Operator is responsible for supporting the startup, testing, and stabilization of water treatment and utility systems during the commissioning and startup (C&SU) phase of the project. This role focuses on the safe and effective transition of systems from construction to operational readiness.

The Commissioning Operator will work closely with vendors, subcontractors, and project teams to perform hands-on field commissioning activities, troubleshoot equipment, verify system performance against design specifications, and support the training of Operations personnel. Key systems include the Cooling Tower, Reverse Osmosis (RO), and Electro-deionization (EDI) water treatment units.

Safety Responsibilities
  • Comply with all projects site-specific safety directives and initiatives, including the Simultaneous Operations (SIMOPS) plan, also referred to as the Safety in Transition (SIT) plan
  • Follow all Environmental, Health, and Safety (EH&S) standards, including work permitting procedures, energy isolation (LOTO), and Basic Safety Process (BSP) requirements
  • Act as a safety ambassador by participating in site safety drills, inspections, safety meetings, and toolbox talks
  • Ensure all accidents, incidents, and near misses are promptly reported in accordance with site procedures
Initial Project Responsibilities (First Three Months)
  • Become familiar with the commissioning and startup strategy for Water and Common Area systems in collaboration with the Commissioning Coordinator
  • Review system commissioning packages and associated procedures
  • Complete Safety Work Permit (SWP) training and gain familiarity with site permitting processes and requirements
Key Responsibilities
Field Commissioning and Startup
  • Support Construction Complete (CC) and Mechanical Completion (MC) system walkdowns
  • Install energy isolations and issue Safety Work Permits as required
  • Execute commissioning and startup procedures for assigned systems
  • Redline and update Operations Site Work Instruction Manuals (SWIMs) and operating procedures as required
  • Provide daily progress updates to the CSU Coordinator and project team
Vendor and Contractor Coordination
  • Support and coordinate vendor and contractor activities during commissioning and startup phases
  • Monitor progress and assist in resolving technical or operational issues
System Commissioning and Optimization
  • Support startup and commissioning of Veolia Reverse Osmosis (RO) and Electro-deionization (EDI) systems, including membrane startup and verification of permeate water quality
  • Assist with testing and optimization of RO Clean-In-Place (CIP) procedures
  • Manage cooling tower operations, including water chemistry control and blowdown management to maintain system performance and heat exchange efficiency
  • Support automation teams with control system validation activities, including PLC/HMI I/O checkout, loop testing, and alarm verification
Operations Readiness
  • Assist in training Operations personnel on newly commissioned systems
  • Provide technical support, mentorship, and knowledge sharing to less experienced team members
  • Perform additional duties as assigned to support commissioning and startup activities
Qualifications and Experience
Certifications
  • Power Engineer certification (minimum 4th Class) required
Experience
  • 3 to 10 years of operations experience in industrial or process plant environments
  • Previous commissioning and startup experience is considered a strong asset
  • Experience with cooling towers, Reverse Osmosis (RO) systems, and Electro-deionization (EDI) units is highly desirable
