Tammy Boyko and Carlan Wilbon with Aplin are seeking an experienced Business Analyst for a remote long-term contract opportunity with our Government client based in Winnipeg. This term is expected until March 2027 with potential of extension to June 30, 2027
The Business Analyst will have a minimum of 15 years of experience implementing information system projects in a healthcare environment.

- Facilitate the improvement and enablement of healthcare delivery transformation through the use of information and communication technology.
- Provide efficient, effective information management and communication technology processes across the provincial health sector.
- 15 years’ experience in a business analyst role in healthcare environments. Activities should include facilitating requirements sessions and workshops with clinical stakeholders, documenting current and future state requirements and identifying capability gaps.
- 5 years’ experience implementing standardized clinical and operational processes on a provincial scale.
- 3 years’ experience implementing Electronic Health Records (EHRs) in a clinical environment.
- 5 years’ experience performing integration and data conversion analysis on a Radiology Information System (RIS) or a Picture Archiving and Communication System (PACS) used for diagnostic imaging services. Integration must follow the Health Level 7 (HL7) standard.
- 3 years’ experience using software testing tools to track defects (example JIRA).
- Criminal background check is required.
