Job Overview
This role supports execution and monitoring of an integrated Human Factors Engineering Program Plan (HFEPP). The position is responsible for managing Engineering, Procurement, and Construction (EPC) vendors and overseeing their Human Factors Engineering (HFE) scope across all phases of engineering change, including scoping, design, installation planning, installation, commissioning, available for service (AFS), and close-out. 
The scope spans numerous projects across multiple units and includes various Non-Identical Component Replacements (NICRs) within the following project bundles:
  • Retube & Feeder Replacement
  • Boiler Replacement
  • Turbine Generator
  • Deep Water Intake
  • Balance of Plant
  • Facilities and Infrastructure
This is a 36-month contract with a hybrid work arrangement (3 days on site per week). The hourly pay range is $60–$70/hour, depending on experience.

Responsibilities
The role involves collaborating with third-party vendors to manage HFE deliverables and ensure alignment with applicable industry standards, including HFE guidelines, engineering standards, plant design basis information, and operating and maintenance documentation.
Key responsibilities include:
  • Reviewing and providing oversight of Human-Machine Interface (HMI) designs under engineering change control governance. This includes HFEPPs, interim HFE reports, verification and validation plans and reports, Human Factors Engineering Summary Reports, conceptual and detailed design documentation, HMI/HFE drawings and change papers, commissioning specifications, inspection/test plans, and work plans.
  • Preparing, reviewing, and accepting HFE analyses and evaluation reports, such as operational experience reviews, system function and allocation analyses, task, workload, communication, and link analyses, workspace layout assessments, HMI design reviews, usability testing, and HMI verification and validation results.
  • Providing Subject Matter Expert (SME) recommendations to the Design Team Leader on acceptance of modification-specific documentation, including design requirements, technical specifications, HMI drawings and change papers, system design manuals, software and computer system requirements, and field-initiated changes.
  • Supporting installation and commissioning through review of construction completion declarations, commissioning reports, and oversight of vendor HFE participation in walkdowns, meetings, AFS/SAFS activities, return-to-service activities, and refurbishment control hold point completions.
  • Identifying significant HFE issues and tracking them to resolution.
  • Confirming that modification-specific HFE documents are included as training and procedure inputs in reference documentation.
  • Supporting regulatory interfaces through meetings, status updates, correspondence review, and inspection interviews.

Aggregate HFE Analysis
The role also includes broader HFE analysis to assess aggregate impacts of program modifications on minimum staffing levels. This ensures that integrated HFEPP objectives are met at a program level and may support safe staffing prerequisites for operational readiness.

Qualifications
  • Must identify proposed HFE personnel in the proposal, including qualifications, training, and experience. Personnel must meet HFE Specialist qualification requirements as defined in relevant standards (e.g., N-INS-06700-10000, N-MAN-06700-10002 Appendix B).
  • Personnel must be qualified under a Nuclear Design Engineering Qualification Program as a Design Engineer of Human-Machine Interfaces, including Design Engineer qualification and duty area qualification.
  • Qualifications must include completion of nuclear plant HFE design basis training, relevant operating experience, and instrumentation and control computer-based training.
  • Demonstrated CANDU-specific HFE design experience is required to confirm competency for this scope of work.
