Tammy Boyko and Carlan Wilbon are seeking an experienced Senior Business Analyst for a long-term remote contract opportunity with our government client based in Winnipeg. This position begins with a 6-month term and has an expected total duration of 24 months.
The Senior Business Analyst will have a minimum of 15 years of experience as a Business Analyst.

- Lead requirements gathering sessions with stakeholders to understand business objectives and document detailed business requirements
- Analyze and document current business processes and workflows, identifying areas for improvement and optimization
- Develop comprehensive business cases outlining costs, benefits, and risks of proposed solutions
- Collaborate closely with cross-functional teams (including IT, operations, and management) to ensure alignment of business and technology solutions
- Create functional specifications and user stories that are clear, complete, and feasible for implementation
- Conduct impact analysis for proposed changes and enhancements to existing systems and processes
- Provide guidance and mentorship to junior business analysts and team members as needed
- Participate in testing and quality assurance efforts, ensuring solutions meet business requirements and are fit for purpose
- Assist in developing training materials and conduct training sessions for end users as necessary
- Define and document business processes, including current and future states
- Act as a liaison between departmental end-users, technical teams, consultants, and other governmental organizations in the analysis, design, configuration, testing, and maintenance of solutions
- Identify opportunities for improving business processes through technology or process changes
- Read and interpret technical literature, translating it into understandable terms for end-users or non-technical staff
- Plan, organize, and conduct business process reengineering/improvement projects and management reviews of programs
- Consolidate information into cohesive and understandable correspondence or written form to support management decision-making
Qualifications
- Bachelor’s degree in Computer Science, Commerce, or an equivalent field
- Minimum of 15 years of experience as a Business Analyst
- Minimum of 10 years of experience in documenting/conducting process analysis and re-engineering
- Minimum of 10 years of experience writing requirements, use cases, and user stories
- Minimum of 10 years of experience working on projects in an agile environment
- Strong political acumen
- Excellent critical thinking skills
- Exceptional communication, consulting, and client relationship skills—must be able to clearly communicate complex technical and business concepts to clients (internal or external) and team members, and negotiate change
- Capable of effectively identifying and framing problems, gathering information, and integrating this information to produce timely, thoughtful decisions
Preferred Qualifications
- Accreditation from IIBA (International Institute of Business Analysis) is an asset
- Knowledge of the Business Analysis Book of Knowledge (BABOK) is considered an asset
