David Aplin Group, one of Canada's Best Managed Companies, has partnered with our client to recruit a talented Payroll and HR System Specialist based in Ottawa, ON.

This incumbent is responsible for the payroll function and ensures the integrity, accuracy, of the payroll systems and compliance with various governing bodies. You will also coordinate the implementation and maintenance of the Integrate Payroll and HR Management System (Ceridian-Dayforce). The Payroll and HR System Specialist is also responsible for the processing of payroll for all staff in Ottawa and Ottawa-hired staff in Regional offices. 

The Role:

  • The duties of the incumbent fall into four principal areas:
    • Payroll Specialized Advice;
    • Payroll System;
    • Payroll Processing;
    • Accounting and Payroll Reporting;
  • Uses expertise in payroll and systems to advise how to combine data management with the needs of the organization. 
  • Coordinates internal and Office of Auditor General audits and evaluations of the payroll system and follow-up recommendations. 
  • Responsible for the development and maintenance of the configuration of the payroll system to ensure compliance with the organization's payroll policies, practices and collective agreement. 
  • Coordinates and implements changes to the payroll system in cooperation with the service provider and other internal stakeholders (Finance, IMTD, etc.) to ensure timely and accurate deployment of policy and collective agreement as well as system enhancement.
  • Manages various modules in the payroll system (Benefits, Time and Attendance, Workflow, etc.) resolve technical issues and answers questions from staff on this matter.
  • Ensures the accurate and timely preparation of bi-weekly payroll using the payroll system for all Canadian National staff.
  • Ensures data integrity through cross-checking and auditing others work that affects employee's pays such as verification of forms and documents initiated by non-payroll employees.
  • Assists staff and managers with reconciliation of actual costs versus budget by providing detailed breakdown and analysis of payroll-related charges (salary, allowances, benefits).
The Ideal Candidate:

  • Minimum of 3 years maintain a computerized and integrated HR/Pay system, preferable Ceridian-Dayforce. 
  • Minimum 5 years of payroll processing using a robust payroll system.
  • University degree in Administration, Human Resources or Computer Sciences.
  • Certifications would be considered a strong asset (CPA, COM, PCP, etc.)
  • Extensive experience in the field of Payroll, Compensation and Benefits, including the provision of strategic advice, guidance and counselling to managers, staff and HR professionals on a wide range of complex payroll, compensation and benefits issues.
  • Federal Public sector experience is an asset.
