Aplin has partnered with a respected public sector organization to recruit a strategic and experienced HR leader for a senior-level opportunity based in Regina, Saskatchewan. Reporting to the Executive Director, Human Resources, the successful candidate will act as a trusted advisor to senior leadership, providing strategic human resources expertise and leading initiatives that support organizational priorities, workforce planning, and operational effectiveness.

Key Responsibilities
Strategic Total Rewards Leadership
- Lead the design, development, and evolution of compensation, benefits, and employee programs
- Ensure programs remain competitive, sustainable, and aligned with organizational objectives
Payroll & HRIS Governance
- Oversee payroll operations and HRIS architecture
- Ensure legislative compliance, data integrity, reporting accuracy, and system security
- Drive continuous improvement and technology enhancements within HR systems
Policy Development & Compensation Strategy
- Lead research, analysis, and development of HR policy frameworks related to compensation, collective bargaining, and benefits
- Interpret legislative and regulatory changes and provide strategic recommendations
- Support alignment between organizational policies and broader government direction
Executive Advisory & Financial Analysis
- Provide expert guidance to senior leadership on HR policy, labour relations, compensation, and workforce planning matters
- Lead complex costing models, financial analysis, and business case development related to HR initiatives and bargaining decisions
Reporting & Stakeholder Communication
- Oversee the consolidation and analysis of large-scale workforce data and reporting
- Prepare briefing materials, presentations, and decision-support documents for executive leadership
Leadership & Team Development
- Lead and mentor team members while supporting broader HR team initiatives
- Foster collaboration, accountability, and professional growth within the department
Qualifications
- 10+ years of progressive HR experience in senior-level roles
- Strong background in compensation, payroll governance, HR policy, labour relations, and HRIS management
- Experience supporting organizational change initiatives and strategic business operations
- Demonstrated ability to build relationships and influence stakeholders across complex organizations
- University degree in Human Resources or a related field required
- CPHR designation and payroll oversight experience considered strong assets

- Proven experience leading projects, policy development, and organizational initiatives
- Collaborative leadership style with strong relationship-building skills
