Our client is seeking a skilled payroll specialist for a contract role. The position involves full-cycle payroll processing for approximately 11,000 employees, ensuring compliance with various agreements and regulations. This role requires expertise in PeopleSoft, payroll legislation, and collective agreements.

Roles and Responsibilities
  • Process bi-weekly and monthly payroll, ensuring accuracy and compliance with policies and collective agreements
  • Coordinate salary payments, benefit and pension deductions, and time and absence reporting
  • Calculate and process adjustments for salary changes, vacation payouts, banked time, retirement bonuses, and special bonuses
  • Perform complex teacher payout calculations based on contract type and reason for payout
  • Enter and track payments for employees receiving WCB benefits
  • Ensure payroll transactions meet CRA, Service Canada, WCB, and Employment Standards requirements
  • Review and audit payroll actions, verifying appropriate system entries and making necessary adjustments
  • Prepare and submit retro pay, severance, and other supplemental payments following CRA guidelines
  • Monitor and adjust vacation, sick leave, and banked time accruals
  • Process and monitor overpayments and underpayments, ensuring appropriate adjustments and repayment plans
  • Provide payroll support and information to district staff, including principals and administrative assistants
  • Audit and process timesheets, ensuring proper authorization, cost coding, and compliance with labor regulations
  • Guide administrative assistants on collective agreement policies and TRS (Time Recording System) entries
  • Prepare and submit ROEs, ensuring accurate reporting of insurable earnings and hours
  • Collaborate with external agencies, including CRA, Service Canada, ATA, and ATRF

Qualifications
  • Experience processing full-cycle payroll for a large workforce
  • Strong knowledge of PeopleSoft payroll system
  • Familiarity with four collective agreements and two exempt agreements (management and non-management)
  • Understanding of payroll-related regulations, including CRA, Service Canada, WCB, FOIP, and Employment Standards
  • Proficiency in Microsoft Office, particularly Excel
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal skills for liaising with employees and external agencies
  • Ability to manage high volumes of payroll processing while meeting strict deadlines
