We have partnered with our client to seek a Contracts Specialist to develop Information Technology (IT) tenders and purchase orders for software, hardware, and services. The work may include the development of contract awards, evaluations, and Statements of Work (SOW). This is a 6-month initial contract to start, with a high possibility of extension for up to 18 months.
This is an on-site role available to candidates in the Winnipeg area.

Responsibilities:
- Defines contractual requirements
- Provides detailed estimates of effort for contract development
- Act as a mediator to resolve contractual disputes
- Working with Architects to ensure appropriate requirements are provided for tenders
- Participate in quality assurance activities
- Participates in problem resolution
- Contributes to the creation of operational requirements, transition documents, and change requests associated with implementing contracts or significant contract change
- Post tenders on the online platform and manage end-to-end process
- Other contractor specialist duties
Qualifications:
- Procurement credentials or relevant experience
- Certifications or degrees that support these functions or relevant experience
- B.Comm – Procurement or Logistics preferred, or equivalent combination of education and experience
- Adept at creating contract tendering documents
- Work with vendors to negotiate contracts pricing and terms and conditions in the best interest of Manitoba
- Contributes to creation of change requests associated with implementing contracts or significant contracts change
- Facilitates contract administrative work and liaise with internal and external stakeholders
- Support and monitor the management of contracts, outline agreements, statements of work, and issue of renewals and new tender requirements
- Prepare various forms and documentation as required to support the activities needed to complete the above responsibilities 7
- Consult and collaborate with purchasing team members in the development, evaluation and negotiation of renewals and contracts
- Strong understanding of software licensing, business relationship management and business analysis in a complex environment
- Experienced in the RFX cycle specifically related to contracts, outline agreements and software licensing
- Must be able to work independently and as part of a team
- Must be proficient in using advanced features associated with Microsoft Office programs, Word, Excel and purchasing software with an ability to learn new software quickly and efficiently
