The location is flexible, and can be remote with periodic visits to their offices located in Vaughan and/or Sudbury, Ontario. Reporting to the VP of Technical Services, the Project Controls Manager will
be responsible for building and managing all Project Controls processes and standards across the organization. The project controls teams are located at various sites, and will have a dotted line into this position and the incumbent will provide support to ensure effective execution of project controls standards at all projects/sites.

  •  Lead a team of individuals focused on all aspects of project and cost controls support activity, spanning a variety of specialty industrial construction projects
  • Compile, analyze, and report project cost and schedule to the project team
  • Possess working experience with Cost Control, Earned Value Management, Budgets, Estimating, Change Management, Planning, Forecasting, Reporting Progress and Performance, and Project Funding
  • Provide support in the management of project budget and cost control functions including budgeting, scheduling, change management, estimating, tracking progress, forecasting, and earned value management
  • Develop Project Control Standards and Procedures and work with site-based PM’s and PC staff to ensure personnel are trained in PC systems
  • Undertake periodic audits of site-based PC execution to ensure that standard processes are being followed
  • Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools
  • Support program integration, governance, formats, plan optimization, and project controls best practices
  • Compile the baseline schedule 
  • Track the schedule and makes necessary forecast changes as required. Expand details where relevant to measuring the work. Present relevant milestones for reporting purposes. Determine the actual progress of work on the schedule. This includes Forensic Assessment for required diagnosis of schedule and cost
  • Make schedule forecasts to foresee problem areas on the schedule and notifies management when these situations arise especially when they affect the critical path
  • Responsible for cost estimation, cost engineering/control and value engineering; Tracks actual costs of the construction activities and compares them to the budgeted costs for each Work Breakdown Structure (WBS) and report accordingly (Earned Value Management)
  • Complete and submit reports as required. This includes dashboard reports and formal monthly reports
  • Responsible for the coaching and mentoring of Project Controls employees, including monitoring performance and providing performance feedback, performance appraisals, and recommending disciplinary action if required (including maintaining notes/documentation required to support)
The Ideal Candidate:
  • Minimum 6-15 years of direct Project Controls experience at a senior level 
  • Knowledge of Earned Value Reporting 
  • Proficient in Power BI
  • Bachelor’s degree (minimum) in Business Administration, Finance, or related discipline or equivalent
  • Proven leadership and client relationship skills
  • Effective communication within team and with stakeholders
  • Project Management and Engineering knowledge is a strong asset
  • Exceptional written and oral communication skills
  • A solid understanding of scheduling software
  • An experienced user of the relevant program tools, techniques
  • Experience in the implementation of Earned Value Management based Project Control systems, in accordance with relevant national standards
  • Expert level knowledge of Microsoft Office suite
